Timestamp on logical pages

Description 

For the moment, timestamps are stored in packets (for historical reasons). This information should be move up to the logical page.

When the OggPage can be timestapped by the OggSource (TimedOggPage), the logical page timestamp should be created from this information.

This timestamp will allow to create a "real" BandwidthControler which can control the stream speed (without static information).
