Shoutclient/server receiver into setup GUI

Description 

The shoutclient/server receiver configuration could be added easily to the setup dialog. The shoutclient receiver only needs an URL and the shoutserver a port. But it would make so easier the win32 deployements.

For the moment, a minimalist validation is enough. We could add test procedures in the future (may be in a smart setup wizard ;)
